Many universities, community colleges, certificate/technical and vocational programs, and non-accredited courses have already joined the growing HEP community and with the expansion of Pell, it is now more important than ever for educators hoping to make a foray into prison education spaces, to have resources and guidance to start their prison education partnership program.

This toolkit from the State University of New York (SUNY) Higher Education for the Justice-Involved (HEJI) program serves as a guide for administrators in recruiting and training staff for their prison education programs. 

This guide is part of an effort to provide college providers with the necessary tools for developing programs that are responsive to the unique environment of correctional facilities. While designed specifically for college programs that operate in New York State (NYS) Department of Corrections and Community Supervision (DOCCS) facilities, this guide may also be useful for organizations and colleges outside of New York that wish to establish or enhance college-in-prison programs. 

This guide is designed to help students take the first steps towards continuing their education, whether that means
learning English, working towards their HSE, learning an occupation, or building on college credits they have
already earned.

The Incarceration Nations Network (INN) developed this toolkit to push for long-term systemic change that moves spending away from futile punishment and devastating harm and toward community justice. This toolkit describes what this effort looks like in the context of the United States.
